Leanne Mazer

Leanne is the Executive Director at Tri-County Council for Western Maryland, the regional economic development and planning agency serving Allegany, Garrett and Washington Counties. Prior to being appointed Executive Director in September 2000, she managed the Council’s business programs for 6 years. Leanne began her career in public administration as Director of Economic Development in Hampshire County, West Virginia.

Tri-County Council represents a working partnership of federal, state and local governments, and administers grant programs to provide critical “last dollars in” to implement projects that support a regional plan and are designed to create or retain full-time permanent jobs. Under Leanne’s direction, the Council has also been successful in growing a small business loan fund to over $11 million in assets. With the support of the board and the dedication and expertise of the lending team, the Council has provided $22 million in loans to small businesses across the region. Leanne received the District Director’s Unsung Hero Award from the Small Business Administration’s Baltimore District Office in 2012.

Leanne serves as a board member and past president of the National Association of Development Organizations. She also serves as a board member and past president of the Appalachian Regional Commission’s Development District Association where she represents the State of Maryland. Leanne is a member of the Canal Place Development Authority Board, and is a member of the Board of the Rural Maryland Council, the Council of Peers of the South East Regional Directors Institute, a Partner in Progress of The Greater Cumberland Committee, and a board member of the Somerset County (PA) Planning Commission.

Leanne holds an MBA and a bachelor’s degree in Geography from Frostburg State University.
